Open Adobe Photoshop CS(any version).
Go to File and click Open.
Select your picture and click Open.
Opened picture (As your choice) .
Go to layer palate and right-click on background layer and click Duplicae layer.
Honestly click OK .
Check on layer palate that here is a layer named Background layer.
Make sure your foreground color is White and background color is Black.
Press Ctrl + Backspace to fill background color on canvas .
Go to Filter > Noise > Add noise .
Set Amount = 60% and select Gaussian .
Again go to Filter > Blur > Motion Blur .
Set Angle = 45 and Distance = 14 px.
Go to layer palate and click in Normal (as the pictute below) .
Select Screen .
Your project is ready .
